Moscow Artwalk is one of many events that foster the region's cultural ecosystem. Now celebrating its 20th year, Moscow Artwalk shares the community’s wealth of artistic practice with the entire Palouse region. The 2023-2024 season includes visual, literary, performing, and culinary arts offerings at business and non-profit locations throughout the community on the 3rd Thursday of each month from October - May. The Artwalk Season Finale on June 20, 2024 features artist and host location offerings along with music, food, and art on Main Street.
This form is for those who would like to participate as a Host Location inside their own brick-and-mortar business or non-profit organization.
Monthly Host registration is available to all businesses and non-profits each month throughout the season. Hosts are invited to feature up to 5 visual, performing, culinary, or literary listings by selecting the Monthly Host registration type.

This form is for those who would like to participate as a Food/Non-alcoholic Beverage Booth in the Artwalk street fair. These booth spaces on Main Street are available to a wide variety of registrants. Examples include, but certainly are not limited to the following:
- Food vendors
- Non-alcoholic beverage vendors
- Business or non-profit organizational outreach (e.g. popcorn, sno cones, candy)
- Brick-and-mortar location outside the Main St. corridor

This form is for Beer and/or Wine Vendors who wish to pour beer and/or wine in the official Artwalk drinkware at their brick-and-mortar location or on-street booth within the event footprint. The Artwalk street footprint stretches from 3rd to 6th on Main Street, including the half-block of 5th Street between Main and the alley. Up to 5 vendors of this type will be accepted.

ALL Beer & Wine Vendors
All vendors who register to pour beer & wine will be provided with official Artwalk event drinkware. These cups are to be provided free-of-charge to members of the public 21 years-of-age or older who have purchased beer or wine after showing valid identification. All beer and wine consumed within the on-street event footprint must be contained in Artwalk drinkware. Beer and/or wine vendors found to be pouring beer and/or wine in non-approved drinkware will not be allowed to continue serving during the event.

This form is for those who would like to participate as an Art Vendor/Demonstrator in the Artwalk street fair on Main Street. Registrants have an option to request placement in the Kidwalk section of the Artwalk street fair. This part of the street fair is ideal for registrants whose vendor/demonstrator booths are designed to engage kids and families in art viewing and hands-on interaction.
Art Vendor/Demonstrator booth spaces are available to a wide variety of registrants. Examples include, but certainly are not limited to the following:
- Individual artist vendors or art displays
- Art clubs or collectives
- University or K-12 program outreach
- Business or non-profit organizational outreach with art activity
- Entities with a brick-and-mortar location outside the Main St. corridor

Project Description
The City of Moscow invites artists to submit three-dimensional artworks for the Intermodal Transit Center Sculpture Garden. The Intermodal Transit Center (ITC) was built by the City of Moscow in 2012. A one-stop concept for transportation in the community, the ITC provides access for taxis, vanpools and carpools, and expands pedestrian and bicyclist access to Paradise Path.
The ITC Sculpture Garden was created by the City of Moscow Arts Department in 2015, and it provides art viewing opportunities for the public as well as exhibition space for regional artists. Each year, a selection panel chooses four sculptures to be displayed at the Sculpture Garden for approximately twelve months. These works are viewed by travelers utilizing the many modes of transportation supported by the ITC.
Eligibility
This call is open to artists 18 years of age or older who live in Latah County, Nez Perce County, Asotin County, Whitman County, Nez Perce or Coeur d’Alene tribal members. Artists are eligible regardless of race, color, religion, national origin, gender, marital or familial status, physical or mental disability, sexual orientation, and gender expression or identity. Artist teams are eligible to apply, including teams of artists from multiple disciplines. Selection panelists and their immediate family members are not eligible for participation. No artist sitting on a Selection Panel may submit a proposal for the project for which the Selection Panel was formed.
The location of this project does not allow for kinetic art, water features, or anything requiring electricity. Artists are encouraged to conduct a site visit prior to submitting artwork for consideration.

Honorarium, Sales Information, and Loan Agreement
- Each selected artist will receive an honorarium of $800 for the loan of the artwork, which will remain on display until May 2025.
- Works may be offered for sale, and any sales will be handled by the City of Moscow Arts Staff. Artwork sales will be subject to Idaho’s 6% sales tax and a 20% sales commission.
- Selected artists will complete a loan agreement releasing artwork for display at the Intermodal Transit Center Sculpture Garden. Works are to remain for the entire length of the display, and will be insured by the City of Moscow during the exhibition.
- The City of Moscow will incur all costs related to installation. All works will be securely welded to steel plates that are mounted on basalt plinths.
Online Submission Requirements
1. Artists may submit images of one sculpture with inventory information.
2. Detail photos or videos required:
a. Document the base of each sculpture to confirm that the work can be securely welded to the steel plate.
b. Provide a close-up detail of the surface finish and/or texture.
3. Biographical statement describing the artist’s connections with the community, area of work or study, and area of focus as an art maker.
4. Short artist statement about the piece (2 – 5 sentences).
Selection Process
The Selection Panel will select up to four (4) sculptures based on the works’ alignment with the selection criteria below. The MAC will create the Selection Panel by a majority vote during a regular Commission meeting. The Selection Panel will be comprised of the following:

c. UI Facilities Staff Member (1)
d. Moscow Arts Commission Member (1)

b. City staff members acting in a technical advisory capacity
Each Selection Panel member serves through the review and selection of one (1) round of annual submissions for the project at hand.
Selection Criteria
1. Conceptual Quality and Originality
a. The artist presents a compelling concept.
b. The proposed design is original to the presenting artist.
2. Form
a. The proposed design reveals mastery of formal craftsmanship.
b. The colors used provide visual variety in contrast with the muted hues of the Sculpture Garden landscaping and are chosen with an awareness of local educational institutions as well as their athletic rivals.
c. The proposal aligns with the design parameters in the project description and does not present a hazard to public safety.
d. The proposed artwork is made with materials suitable for the location (i.e. designed with materials impervious to environmental degradation). All surfaces should be coated to prevent unwanted rust or other changes to the surface of the artwork over the course of the one-year loan.
e. The proposed artwork is designed for resistance to theft or vandalism.
3. Content and Context
a. The artwork’s subject matter and content is appropriate for public exhibition and does not contain advertising, religious references, sexual content, negative imagery, or convey political partisanship.
b. The content of the proposed design is relevant to the City of Moscow’s values, culture, and people.
c. The proposed design serves to visually activate or enhance the intended location.
The City of Moscow reserves the right to change the dates of the project timeline, to modify this solicitation to request additional information or proposals from any or all participating artists, to reopen the competition and/or to accept or reject, at any time prior to the commissioning of a work, any or all design proposals.
The Moscow Arts Commission (MAC) and the City of Moscow seek nominations for the 2024 Mayor’s Arts Awards, which recognizes individuals and organizations who have shown substantial support of and excellence in the arts. The event is biennial, with a nomination and selection process facilitated by City of Moscow Arts staff and members of the MAC. Award recipients will be honored in online promotions and an awards ceremony, where they will receive a custom-designed artwork made by a local artist.
All nominations must be submitted online via Submittable. The Selection Panel and MAC will review nominations before recommending award recipients to the City of Moscow Mayor for final determination. The nominations will be evaluated based solely on submission materials, so nominators are encouraged to submit the full range of documents required in the form.
Eligibility
· Individuals, students, businesses, and organizations that are makers of or advocates for the arts are eligible.
· Awards may be given based on excellence in all media for art-making, including the culinary, literary, performing, and visual arts.
· Nominees should be those individuals or organizations that have made a significant contribution to the arts and cultural climate of the City of Moscow through distinguished support and service or creative accomplishments.
· Nominees must be current or former residents of the Moscow region. Nominations of individuals who no longer reside in the region must focus on the nominee’s contribution to the Moscow community.
· Previous Mayor’s Arts Awards recipients are eligible for another award in a different category than the one previously received. Such candidates are eligible no fewer than 6 years after receipt of the previous award, and the nomination must be based on a different body of work than the one recognized by the previous award. · Employees of the City of Moscow, current MAC members, and current City of Moscow elected officials are not eligible for nomination.
· Current City of Moscow elected officials and Arts Department staff members are not eligible to make nominations.
· MAC members may nominate individuals or organizations for awards, but any MAC member who makes a nomination may not serve on the Mayor’s Arts Awards Selection Panel. Any MAC member who makes a nomination must abstain from voting on the MAC’s recommendation for that award.

Awardee Selection Process
1. The MAC will identify a Selection Panel comprised of less than a quorum of MAC members. These Selection Panel assignments will be created in an action during a regular MAC meeting. Those who submit a nomination during the current award cycle are ineligible to participate on the selection panel. Similarly, individuals with business or family conflicts of interest will not be invited to participate in forming the awardee recommendation to the MAC and the Mayor.
2. The Selection Panel will review, score, and comment on all nominations using a review form in Submittable. This will be recorded as part of the permanent event history.
3. The full MAC will not view all nominations prior to the Selection Panel deliberation. Arts staff will forward only those nominations that the Selection Panel recommends for awards.
4. Deliberations on nominations identified by the Selection Panel will take place in a regular MAC meeting.
5. Arts staff will forward MAC recommendations for award recipients to the Mayor.

Individual Excellence in the Arts
This award recognizes artists who have made a significant contribution to the arts in Moscow, and who have demonstrated a high degree of artistic excellence in any discipline including performing, visual, or literary arts. Considerations for selection include quality and originality of work, scope of audience, and previous awards or distinctions.
Arts Advocacy
Arts Advocacy awards celebrate individuals or families who champion the arts by supporting through their time, talent, and treasure. Selection will be based on the type and scope of service to the community as well as the nominee’s commitment to support of arts and culture in Moscow.
Outstanding Achievement in Arts Education
This award honors individuals or organizations that have made an outstanding contribution that impacted the value of the arts educational curriculum or helped to provide access to the arts for students of all ages.
Youth Excellence in the Arts
This award recognizes young people who show excellence in art-making, advocacy, or other service to the creative community. Those in grades K-12 or the equivalent at time of nomination are eligible. Selection processes will not only study the scope and efficacy of the current nominee’s efforts, but also the potential of the candidate to grow in their role as an artist or advocate for the cultural growth of the Moscow community.
Outstanding College or University Students in the Arts
This award recognizes area student artists who have dedicated a significant portion of their education working to develop and manifest their individual creativity within any discipline of art including performance, visual, or literary arts. Selection processes will not only study the scope and efficacy of the nominee’s current efforts, but also the candidate’s potential for creative and professional growth in the future.
Outstanding Contributions as a Business, Club, or Non-profit Organization
Businesses or organizations that have made outstanding contributions to the advancement, excellence, and support of the arts in Moscow are eligible for this award. The selection panel will consider the type of support offered to the arts as well as the efficacy of the organization’s connections and service to the community.
Lifetime Achievement in the Arts
Lifetime achievement awards are reserved for those individuals whose contributions to the arts, over a lifetime, have made a lasting and profound impact on the artistic and cultural life of the Moscow area. Nomination materials should demonstrate a track record of community participation, industry and peer recognition, and high-quality, original approaches to art-making and advocacy. Nomination materials should demonstrate how the nominee’s lifetime of dedication to the development and support of the arts will sustain the Moscow arts community into the future.
The Mayor reserves the right to modify the number of awards or the assignment of awards to nominees based on the content of nominations. Nominees will be evaluated on the basis of the breadth, depth, and potential of their work and its impact on the Moscow area. The Selection Panel, Moscow Arts Commission, and Mayor will review nomination materials based on their demonstration of the values described in each award category.

Project Description
The City of Moscow and the Moscow Arts Commission (“MAC”) invite artists and artist teams to submit qualifications for a mural to be installed on the City of Moscow building located at Jackson & A Streets. The community of Moscow rises up from the fertile ground of the Palouse, where water, seeds, and soil create a playful dance of transformation. Joining in this growth are the intertwining stories of students and life-long residents. Rooted in Moscow, these stories are a celebration of potential, of opening and stretching toward the sunlight. The mural at the building at Jackson & A will reflect the spirit of play, celebration, and transformation at the core of the Moscow community.
Artwork Design Parameters
The mural area wraps around the northwest corner of the building, including a 14’ x 30’ section on the north-facing wall and a 15’ x 56’ section on the west-facing wall. The mural is anticipated to last between 5-8 years, so paint materials used to complete this project must be professional, exterior-grade, water-based coatings designed for exposure to year-round exterior conditions. This site cannot accommodate murals on panels, kinetic or sculptural works, or any artwork that requires power or water. This mural site is near a busy intersection; as such, the site is not compatible with highly-reflective materials.

Budget
The artist honorarium for the mural installation is not to exceed $25,000. Included in this budget are the artist’s fee, insurance, travel, fabrication, engineering, materials, installation, documentation, and all other costs accrued by the artist specific to this project. The artist honorarium does not include costs associated with surface preparation, priming, and the application of an anti-graffiti coating after the mural installation. These processes will be completed and paid by the City of Moscow.

Artist teams are eligible to apply, including teams of artists from multiple disciplines. Selection panelists and their immediate family members are not eligible for participation. Submission and Selection
Round #1 of the selection process welcomes the submission of artist qualifications and examples of past work. These materials will be evaluated by the Selection Panel, which will then recommend three finalists to create site-specific proposals. Each of the finalists will be required to enter into an agreement for creating the site-specific design and will receive a $1000 honorarium which is anticipated will be used towards travel expenses, food, design fees, lodging, and any and all expenses related to the creation of artist’s proposal and presentation. No site-specific designs will be reviewed or considered in Round #1 of the submission process.
Round #2 will consider the merits of finalist proposals. The Selection Panel will make a recommendation to the MAC, which will recommend an artist/artist team and design to City Council. Upon approval by City Council, all finalists will be notified of the decision and the selected artist will complete a contract with the City for the completion of the mural.

d. The applicant submits photographs of at least 2 completed public art projects of similar or larger scale.
e. The artist’s past work reveals aesthetic, conceptual, and technical expertise.

Selection Panel
The Arts Manager will coordinate recommendation of selection panelists with the Mayor and Council. MAC will consider the guidelines hereinbelow, requests by individuals, and staff recommendations. Selection Panel members shall serve at the appointment of the Mayor.Selection Panel will be comprised of at least the following:
1. Voting members:
- Participating department representative or designee (1)
- Moscow Council member or designee (1)
- MAC members (2)
- Community representative, preferably from project impact area (1)
- Artist not involved with the respective public art project
2. Non-voting members:
- Arts Manager (Selection Panel facilitation)
- Project Architect, landscape architect, interior designer, or engineer
- City staff members acting in a technical advisory capacity
Length of term. Each Selection Panel member serves through the completion of one (1) public art project.
No artist sitting on a Selection Panel may submit a proposal for the project for which the Selection Panel was formed. MAC members shall declare a conflict of interest if a project comes before the Selection Panel from which they or a member of their household or business could financially benefit. MAC members shall also declare a conflict of interest if a person with whom they share a household or whom they professionally represent has a matter to be considered by the Selection Panel. Such person shall recuse themselves from any participation in any process for the project the Selection Panel is considering. No member of the project’s architect or landscape architect, interior designer, or engineering firm may apply for a public art project being designed by that firm.
Selection Panel Procedures and Responsibilities
1. Moscow Arts Manager will hold an orientation for the Selection Panel. The orientation may include a presentation of works currently in the public art collection, review of program guidelines, orientation to the specific project; and/or a review of any goals already established by the participating department and the Moscow Arts Manager and MAC.
2. Review all submissions pertaining to the public art project using the published criteria.
3. Approve all recommendations by a majority vote of the full Selection Panel.
4. The Selection Panel will make recommendations on finalists and their work to the Arts Manager. MAC members on the Selection Panel will report the Panel’s recommendation to the Commission during a regular meeting, after which the MAC will vote to recommend an action on the project to City Council.
5. The Arts Manager will then generate a project report to present to the Mayor and Council for final approval.
6. The City reserves the option of making no recommendation from submitted applications and may require reopening of the competition or may propose other methods of selection, if no proposal is accepted.
7. The Selection Panel must always adhere to the requirements of Moscow City Code Title 5, Chapter 18.

The City of Moscow was incorporated on July 12, 1887, and its modern history is rooted in agriculture; the surrounding region produces top-quality wheat and pulses. The City of Moscow Arts Department’s mission is to enrich the community by celebrating and cultivating the expressions of all forms of art and culture. It has fostered artistic excellence and public access to the arts in the city for many years. The program’s focus areas are fourfold: curation of community exhibition space at the Third Street Gallery inside City Hall, arts events and programming, arts and culture education, and a comprehensive public art program.
Guided by a Public Art Master Plan adopted in 2015, the public art collection is ever-expanding, with artistic direction crafted in collaboration between city staff and the Moscow Arts Commission, a passionate group of volunteer arts advocates. The collection is comprised of both temporary and permanent features, each of which are pictured on the City of Moscow website. Temporary artworks include vinyl-wrapped utility boxes and bus shelters as well as a sculpture garden featuring artworks on loan to the City. Artworks in the permanent collection range from mosaic murals and sculptures-in-the-round to framed pieces in the Portable Collection. Each new piece in the permanent collection joins others by celebrated regional artists including Harold Balazs, David Govedare, Miles Pepper, Robert Horner, Melissa Cole, J. Casey Doyle, Jennifer Corio and Dave Frei. Moscow is a community rich with diversity of thought, inhabited by minds open to possibility and creative interpretation. As such, the public art program not only celebrates the artist as a professional and valued business partner, but also welcomes a broad range of appearances, media, and art-making processes into its collection.
