This consultation form is intended to collect inputs, proposals and recommendations from civil society partners working around SDG16+, to contribute to the drafting of the forthcoming advocacy resource, the “Rome Declaration 2.0: Renewed Priorities for SDG16+ to Strengthen COVID-19 Response, Recovery and Resilience.” The drafting of this advocacy resource seeks to build upon the 2019 Rome Civil Society Declaration on SDG16+, launched in advance of the 2019 HLPF, and provide an updated call-to-action for priority action areas to advance SDG16+ - particularly in light of the COVID-19 pandemic. 

After reviewing the original 2019 "Rome Civil Society Declaration on SDG16+," we would encourage all interested organizations to share reflections on priority areas to highlight in this “Rome Declaration 2.0” through this very brief consultation survey

Background:
With SDG16 being reviewed for the second time at this year’s 2021 High-Level Political Forum on Sustainable Development (HLPF), Member States and civil society will mark another important opportunity to review and discuss the current state of SDG16 implementation, and explore ways for renewing commitments and actions to towards SDG16 – particularly in light of the ongoing COVID-19 pandemic. When SDG16 was reviewed for the first time in 2019, Civil Society from around the world came together to launch a comprehensive Call-to-Action around SDG16+ through the “Amplified Commitments and Partnerships for Accelerated Action: The Rome Civil Society Declaration on SDG16+”. This “Rome Declaration” highlights key civil society priority areas, recommendations, and an urgent call-to-action to achieve the real transformative potential of SDG16+. After finalisation and launch of the Declaration at the Rome Conference, the declaration received endorsement from over 130 civil society organisations and networks. In light of the upcoming Thematic Review of SDG16 at the 2021 HLPF, it is of strategic importance to revisit this 2019 Rome Declaration, to assess the impacts of COVID-19 pandemic on SDG16+ implementation, the urgency for addressing COVID-19 challenges through an SDG16+ lens, and to provide updated recommendations and action areas for Member States and the global community to advance SDG16+ in the years ahead.

With this background, we are happy to launch an online consultation to update the original Rome Declaration leading up to the 2021 HLPF. Building on previous advocacy efforts and momentum from the 2019 Rome Declaration, we call upon your support to formulate a concise “Rome Declaration 2.0,” focusing on key priorities as an add-on to the pre-existing 2019 Rome Declaration and to be presented during this years' HLPF.
